How are local authorities managing the transition?

Your mission: shaping the future of energy for people, the economy and infrastructure – balancing political imperatives with practical implementation. We support you with our experience, expertise and a focus on what really matters.

Your situation

Local authorities are at the heart of the energy and climate transition. They are responsible for heat supply, infrastructure development and the implementation of climate policy objectives – and must take political, economic and technical requirements into account simultaneously.

At HIC CONSULTING, we support cities, towns and districts in tackling these challenges in a structured manner, making informed decisions and putting measures into practice.

Your challenges

The demands placed on local authorities are growing – and becoming more complex at the same time:

  • Implementation of the energy transition, particularly in district heating systems, under dynamic regulatory requirements
  • High investment requirements with limited financial scope
  • Uncertainty caused by changing regulatory frameworks
  • Coordination between administration, politicians, municipal utilities and the public
  • Managing climate risks and climate adaptation requirements

These challenges are interlinked – and can only be resolved through a combination of strategy, technology, regulation and communication.

What we offer you

    • Analysis and assessment of sites and potential for energy and infrastructure projects. These include renewable electricity and heat generation, such as ground-mounted PV, wind power and solar thermal energy, as well as technologies such as large-scale heat pumps, thermal storage systems and electrolysers.
    • In addition, potential for reducing non-energy-related emissions and for increasing negative emissions is also considered.
    • The result is a sound basis for decision-making regarding planning and investment.
  • Development of municipal heat plans in accordance with the Heat Planning Act (WPG) and transformation plans for district heating systems under the Federal Funding for Efficient Heat Networks (BEW). These are based on potential analyses and the strategic assessment of technical and economic options.
  • This is complemented by advice to local politicians and municipal utilities, as well as training for elected representatives and supervisory board members
  •

Preparation of greenhouse gas inventories in accordance with recognised standards (e.g. GHG Protocol, BISKO), as well as the development of scenarios and measures for emissions reduction. In addition, climate risks are analysed and climate adaptation strategies are developed.

  • Systematic screening of relevant funding schemes and advice on the application process
  • Support with the project-specific management of funding
  • The aim is to provide targeted support for investments and make the most of funding opportunities.
  • Consultancy on phasing out natural gas supply and developing new business models as part of the energy transition
  • Strategic assessment of options for the further development of municipal supply structures
  • The aim is to create economically viable prospects under changing market and regulatory conditions.
  • Assessment of technical and economic risks associated with energy and infrastructure projects, with a focus on large-scale heat pumps, thermal storage systems and district heating networks
  • Analyses conducted as part of due diligence assessments to provide a basis for informed investment decisions and project evaluations

Highlight Projects

Integrated Climate Protection Strategy for the City of Nürnberg

Nürnberg aims to become climate-neutral by 2040 at the latest. To identify the necessary potential and measures, we have drawn up an integrated climate protection strategy for the city. It serves as a roadmap for a climate-neutral city and contains concrete, practical proposals for action across various sectors, ranging from energy generation and mobility to nature-based climate protection.

Consultancy on implementing sustainability reporting in accordance with the CSRD

We supported the local public transport authority traffiQ in the conceptual and methodological preparation of its sustainability reporting in accordance with the requirements of the Corporate Sustainability Reporting Directive (CSRD). A key component of our consultancy work was the conduct of a dual materiality analysis in accordance with the European Sustainability Reporting Standards (ESRS), adapted to the specific circumstances of a local authority responsible for public transport.

Municipal heating planning for the city of Bremerhaven

As part of the municipal heating planning process for Bremerhaven, we have developed a sound basis for decision-making regarding the future, climate-neutral heating supply. Building on a detailed analysis of the current situation and potential, suitable supply options – ranging from centralised to decentralised solutions – were assessed from both a technical and economic perspective. The results serve as a reliable basis for the local authority to make strategic investment decisions and to implement the heating transition step by step.
